QSO Panel: CAT Timeout Warning Message #310

This adds a warning that Cloudlogs not received any recent data from CAT Interface this timeout is defined in the cloudlog.php configuration file
$config['cat_timeout_interval'] = 1800;
The default has been changed to 30mins.
